I think you get stuck in a bit of a loop- if you assume the other person will have figured out that cooperation is the best outcome then you might choose to still betray to further reduce your own sentence. You have to assume that the other prisoner has the same good will as you do, and without communication you don't know the conclusion they will end up stopping at.
